At its meeting of 12 November 2012 (DAP022-13), Council resolved to support draft Amendment 2 to the Greenhills Beach Development Control Code.

Purpose of the amendment

The draft amendment is to:

  • Update the Bushfire Prone Land Map as agreed by the Rural Fire Service 
  • Add the revised Acid Sulfate Soil Map as prepared by Council’s Science Unit
  • Ensure consistency with Sutherland Shire Development Control Plan 2006 (Amendments 10 and 11), including a requirement for barriers to prevent children falling from windows, and
  • Include minor additional information

The draft plans and the development application are on public exhibition from Tuesday 27 November  2012 to Tuesday 8 January 2013 and can be viewed at:

Sutherland Shire Council proposes to upgrade Joseph Banks Native Plants Reserve, Kareela. This will include an upgrade of the gardens, walking tracks and car park and other improvements to the reserve.

A Draft Master Plan has been prepared for the site. The proposed scope of works includes the following:

  • Clearly defining and signposting planting areas based on plant communities and themes that have previously been established with the Australian Plants Society, such as the scented garden;
  • Upgrading of pathways, including regrading to create accessible 1:14 loops across the top of the site, removing redundant or duplicate pathways and adding new pathways and rest points;
  • Creation of an arrival and gathering space at the entry to the site to provide a gateway and orientation point;
  • A new pedestrian entry point off Bates Drive;
  • Creation of a new picnic area with new electric BBQs, picnic tables and shelters;
  • Upgrade of the terraced seating and function area near the existing main pond, including a viewing deck over the pond;
  • Removal of the existing dilapidated ornamental pond systems and creation of new functional ponds and swales to treat stormwater runoff from Manooka Place and the carpark. The existing main pond will be retained and upgraded to create a wetland treatment pond;
  • A suite of new signage across the site to assist with orientation and wayfinding, and to honour the reserve’s namesake Sir Joseph Banks;
  • Review of the opening hours with the aim of keeping the reserve open later each day.

Construction of the Stage 1 works is scheduled for Autumn 2013. The Stage 2 and 3 works will be completed when future funding becomes available.

The draft Crime Prevention Plan 2012-2016 lists 24 actions that council, and other community stakeholders, will take to reduce malicious damage and alcohol related assault (non-domestic violence related) offences across the Sutherland Shire over the next four years.

The draft Tree and Bushland Vegetation Preservation Order prohibits the pruning, ringbarking, cutting down, chopping, topping, lopping, removal, root damage, poisoning, under scrubbing, clearing, transplanting, injuring or otherwise damaging or willfully destroying any tree or bushland vegetation.

Certain plants and trees are exempt from the Order.

The provisions in the Order are generally consistent with the provisions that apply to the rest of the Shire.

Dunningham Park Seawall Concept Design - Invitation to comment

In order to protect Dunningham Park, North Cronulla SLSC and the foreshore promenade, Sutherland Shire Council has commissioned an innovative design for a future seawall including improvements to the existing promenade and park.

View the concept design under related documents (above). Full size A0 posters of the design can also be viewed on boards at the entrances to Dunningham Park, and in the foyer of Council’s Administration Centre at 4-20 Eton Street, Sutherland.

What Is A Concept Design?

In order to seek funding for major projects, a detailed concept design must first be developed. Fine tuning of the design will occur based upon the feedback received from the public. Once the design is finalised the council will then be able to begin seeking funding.  Due to the nature of this process, council cannot provide a timeframe for this development.

Sutherland Shire Council is preparing a masterplan for Albert Delardes Reserve and the vacant lot of land at the end of Old Ferry Road, Illawong. A draft masterplan has been developed and is now on public exhibition. The feedback received during the public exhibition period will assist with further development of the masterplan.

The masterplan proposes new facilities and picnic areas while improving river access and enhancing the natural features of the area. The proposal for the Albert Delardes Reserve component of the masterplan includes the following:

  • new playground and seating area
  • improved and resurfaced carpark
  • improved river access
  • a floating pontoon for small boat pull-in and kayak launching
  • walking trails and general landscape improvements

The proposal for the Old Ferry Road component of the masterplan includes the following:

  • new picnic area
  • formalised carpark
  • fishing spots
  • a ramp for kayak and canoe launching
  • a temporary pull-in bay for small boats
  • improvements to the landscape and waterfront

Implementation of the first stage of the project will be in 2013 while other stages will be subject to future funding. The scope for the first stage of the project will be determined following this public consultation stage.

On the 22 October 2012 Council resolved (DAP010-13 and DAP013-13) to make amendments to Sutherland Shire Development Control Plan 2006. The amendments seek to ensure residential landowners are not subject to planning policies that unduly restrict the rights to develop land in harmony with their neighbours and the environment.

Council also resolved (DAP006-13) to amend Chapters 3 and 7 - Urban design and Vehicular Access, to establish design criteria and vehicular access requirements for medical facilities and shop-top housing at 121 Georges River Road, Jannali.

The draft amendment is to:

  • amend the tree and bushland vegetation controls (Chapter 4),
  • amend the community consultation procedures for development applications (Chapter 12), and
  • establish design criteria and additional controls for medical facilities and shop-top housing at 121 georges River Road, Jannali (Chapters 3& 4).

A draft Masterplan for the upgrade of the  Scylla Bay Oval and Boat Ramp at Como was placed on Public Exhibition in December 2012. Consultation is now closed.

Based on the comments received, minor amendments were made to the Masterplan. The Masterplan will go to council for endorsement in February 2013. Following endorsement, construction of the first stage is scheduled to commence in autumn 2013.

Scope of Works

A draft Masterplan has been prepared for the site. The proposed scope of works includes the following:

  • Boat Ramp - new double boat ramp suitable for use at low tide, including dredging of Scylla Bay;
  • Jetty & Pontoon - new jetty and floating pontoon suitable for boat loading and unloading and for launching craft;
  • Rowing Club Access - improved access between the rowing club and the boat ramp & jetty;
  • Carpark - upgraded carpark including linemarking and designated boat trailer parking;
  • Clubhouse - new single storey clubhouse and attached public toilet facilities with a raised floor level above flood levels;
  • Playing Fields & Verona Range - the level of the oval and Verona Range will be raised above the flood level. This will involve construction of a low retaining wall along Verona Range north and filling behind to achieve the required level. New exercise station to the north of the playing fields;
  • Cricket Nets - new double cricket nets;
  • Spectator Seating - upgraded spectator seating bleachers on the western embankment adjacent to the rugby league field;
  • Cycleway / Pedestrian path - new 2.5m wide concrete walkway / cycleway through the park joining Cremona Road and Verona Range;
  • Revegetation - planting and rehabilitation of Sydney Sandstone Gully Forest.

Staging of Works

The works are proposed to be staged over a number of years as funding becomes available. The following proposed staging is anticipated:

Stage 1: Carpark upgrade and replace the jetty - construction scheduled to commence in Autumn 2013.

Stage 2: Clubhouse upgrade, Parking and retaining wall along Verona Range, Relocate and upgrade cricket nets, Drainage works, Revegetation in the southern area of the reserve.

Stage 3: Raise field level above flood level, Upgrade bleachers and spectator seating, New walkway / cycleway, New fitness station.

Stage 4: New boat ramp, Dredging in Scylla Bay.

Stage 5: Rehabilitation and planting works.

Council invites comments on a proposal to name the unnamed reserve at the intersection of Casuarina Road and Gymea Bay Road, Gymea in honour of paramedic the late Michael Wilson.

Council has received a request from a member of the public to name the unnamed reserve in Casuarina Road, Gymea (referred to as Casuarina Road Reserve) in honour and memory of the late Michael Wilson. Reported to be one of the state’s most-skilled paramedics, Michael died on Christmas Eve 2011 during the rescue of an injured canyoner near Carrington Falls, south of Sydney.

Over his career he accumulated many commendations, including a courage award for the rescue of a patient from the Wombeyan Caves in the Southern Highlands in 1998. A police citation for courage was presented by the NSW Police Commissioner in November 2010 for the attempted resuscitation of a police officer after he was fatally shot in the line of duty during an incident in Bankstown. Other awards included the National medal and good conduct medals for long service. Michael was a resident of Sutherland Shire and resided in Gymea with his wife and family.

Casuarina Road Reserve is a small local park 937 square metres in area. The park is a wedge shaped parcel of land at the intersection of Gymea Bay Road and Casuarina Road, Gymea, and is visually prominent. A new playground was installed in the reserve in 2006.
